Dr. Sushko delivered her Keynote Speech at the Jilin University of Finance and Economics’ 1st Jingyue International Forum.
The topic of her Keynote Speech was “One-Belt, One-Road” and the five spanners”.
The interest from different countries to cooperate with China is growing. It is especially due to the “One-Belt, One-Road” Initiative (the New Silk Road) that was launched in 2013. It is a multilateral, large-scale infrastructure project, that will connect Asia and Europe by road, rail and sea (the Silk Road Economic Belt and the 21st-century Maritime Silk Road).
China has already signed cooperative agreements with many countries and international organizations. Both multilateral and bilateral agreements have been established and concluded for the facilitation and promotion of investment.
A treaty is the nuts and bolts of an agreement. Law is a tool or a spanner, It is important to have a spanner to put together and tighten the treaty up.
However, law in each country is very specific and sometimes doesn’t totally fit into international ideas. The countries have different views on the law. But law should be above political systems and cultural differences which can have varying degrees of effect on the law, to enable spanners to work smoothly.
